- In 1836, the Public Works Department was first established as a part of the Schools Bureau in Mohamed Aly Pasha's reign.
- In 1857, an administration under the name of “the Administration of Public Works” was established to comprise many departments such as departments of the Railway, the Telegraph, the Survey, the Housing, the Agriculture, Alexandria Harbor, the Antiquities, the Opera House, the Zoo, the Aquarium Garden, Sanitation and Irrigation.
- In 1914, the Administration’s name was altered from the Administration of Public Works to the Ministry of Public Works while maintaining the main functions of its departments, i.e. the Survey, Alexandria Harbor, the Antiquities, the Opera House, Sanitation, Meteorological and Natural Phenomena, Helwan Observatory in addition to Irrigation.
- In 1964, the republican decree no. 301 for the year 1964 - regarding a change of government and restricting the ministry’s activities to merely irrigation and drainage - was issued. Hence, it was called the Ministry of Irrigation.
- In 1977, the republican decree number 587 for the year 1977 concerning delegating additional responsibilities of land reclamation to the Ministry’s former duties, was issued. Therefore, the Ministry was called the Ministry of Irrigation and Land Reclamation.
- In 1978, the republican decree number 365 for the year 1978 pertaining to restoring the Ministry’s name to the Ministry of Irrigation and limiting the ministry activities to irrigation and drainage works.
- In 1987, the republican decree no. 449 for the year 1987 concerning the modification of the Ministry’s name to the Ministry of Public Works and Water Resources was issued.
- Finally in 1999, the republican decree no. 409 for the year 1999 was issued to set the ministry’s name to be the Ministry of Water Resources and Irrigation.
