Plan Preparation and Investment Planning Phase

In the last phase of the project the National Water Resources Plan has been drafted and discussed extensively with stakeholders. Workshops have been organized to discuss specific issues and to obtain the stakeholders’ views on proposed measures. A number of workshops were aimed at the local level as well. Much attention has been given to create ‘ownership’ by the various stakeholders in order to achieve a real national plan.

After selection of the strategy, an implementation plan has been prepared, which includes an investment plan and an overview of responsibilities of the different stakeholders in implementing the plan.

Assistance has been given to the Planning Sector of mwri for the preparation of a Policy Document that describes the main elements of the new water policy and will be used for decision makers at the political level. This Policy Document is considered to be a responsibility of mwri in the first place, beyond the direct influence of the nwrp project. Upon completion of the project a version in Arabic was ready for publication.

With a view to dissemination of project results, many presentations have been given at conferences and in workshops of other projects, in addition to the nwrp workshops. During a final National Conference in March 2005 the main elements of the nwrp have been presented in the context of ongoing water related activities of the various stakeholders inside and outside mwri. In co-operation with the mwri Communication Unit a nwrp website has been developed, with the ultimate objective to make the nwrp Technical Reports and the nwrp itself, accessible to the public..
