It oversees the follow-up and implementation of agreements related to Nile waters, aspects of bilateral cooperation with Nile Basin countries, as well as the implementation and follow-up of development projects in Nile Basin countries. It conducts hydrometeorological studies related to Nile waters, collects rainfall and discharge data to forecast river inflows and support decision-makers. The sector serves as Egypt&#8217;s first line of defense for national water security, participating in international conferences and representing Egypt in regional forums. It coordinates with other ministry sectors to ensure integrated water policies and provides technical support to political leadership through reports and strategic studies, combining technical and diplomatic efforts to safeguard Egypt&#8217;s water rights amid regional and international challenges.<\/span><\/strong><\/p>\n<h3 style=\"text-align: left; direction: ltr;\"><strong><span style=\"font-size: 18px; font-family: Tahoma; color: #be9932;\"><u>Below is an overview of the most important activities and tasks of the Nile Water Affairs Sector:<\/u><\/span><\/strong><\/h3>\n<h3 style=\"text-align: left; direction: ltr;\"><strong><span style=\"font-size: 18px; font-family: Tahoma; color: #2274bd;\"><u>1. direction: ltr;\"><span style=\"font-family: Tahoma;\"><strong><span style=\"font-size: 18px; color: #2274bd;\"><u>First: Sector activities at the regional level:<\/u><\/span><\/strong><\/span><\/h3>\n<ul>\n<li style=\"text-align: left; direction: ltr;\"><span style=\"font-family: Tahoma;\"><strong>Relations of cooperation between Egypt and the Nile Basin countries constitute a fundamental pillar in the directions of Egyptian foreign policy, as Egypt has attached great importance to strengthening bilateral partnerships with the Basin countries through development projects that achieve direct benefits for their peoples, in addition to regional cooperation at the level of the Nile Basin as a whole, in recognition of the importance of this great river as a shared life that unites its peoples in a common destiny.<\/strong><\/span><\/li>\n<li style=\"text-align: left; direction: ltr;\"><span style=\"font-family: Tahoma;\"><strong>In this context, the sector has implemented many projects including control of floating and submerged aquatic weeds in waterways, river training to improve river navigation and facilitate trade and movement, as well as projects for drilling and equipping groundwater wells to provide pure drinking water, in addition to constructing dams for rainwater harvesting and valley reservoirs to maximize the benefit from rainwater, as well as preventive projects to mitigate the negative effects and risks of floods, rehabilitation of measurement stations to provide the necessary hydrological data, and establishment of ports for fishing and trade on riverbanks. The sector has made great efforts in the field of human capacity building through training of technical and professional cadres, and dispatching Egyptian experts to provide technical support in the field of water resources as well as assistance in preparing national water plans, which reflects Egypt&#8217;s strategic vision for achieving comprehensive development. The following illustrates the areas of bilateral cooperation with Nile Basin countries:<\/strong><\/span><\/li>\n<\/ul>\n<p>[\/vc_column_text][\/vc_column][\/vc_row][vc_row css=&#8221;.vc_custom_1766480704476{border-top-width: 1px !important;border-right-width: 1px !important;border-bottom-width: 1px !important;border-left-width: 1px !important;border-left-style: solid !important;border-right-style: solid !important;border-top-style: solid !important;border-bottom-style: solid !important;border-radius: 35px !important;border-color: #DD9933 !important;}&#8221;][vc_column][vc_column_text css=&#8221;&#8221;]<\/p>\n<h3 style=\"text-align: left; direction: ltr;\"><strong><span style=\"font-family: Tahoma; font-size: 16px; color: #be9932;\"><u><span style=\"font-size: 18px;\">Republic of Uganda: <\/span><\/u><\/span><\/strong><\/h3>\n<ul>\n<li style=\"text-align: left; direction: ltr;\"><strong>The Egyptian-Ugandan project for controlling aquatic weeds in the Great Lakes with the aim of enhancing cooperation in the field of water resources by removing weeds from lake outlets to reduce water level rise. The project was launched in 1999 in response to an urgent call from Uganda to confront floods resulting from increased rainfall in the tropical lakes region, which caused the displacement of thousands of residents around Lake Kyoga. Its achievements contributed to improving citizens&#8217; lives and supporting economic development through activating navigation and fisheries, establishing river ports such as Gaba in Kampala and Masese in Jinja, in addition to building rainwater harvesting dams to provide drinking water to remote areas, and establishing new fish farms. The project has been implemented over five phases during 25 years.<\/strong><\/li>\n<li style=\"text-align: left; direction: ltr;\" ><strong>The sixth phase of the project is currently being implemented, with the relevant agreement signed in 2023, aiming to complete periodic control works for aquatic weeds at the outlets of the tropical lakes, in addition to developing the \u201cKamonga\u201d river port on Lake Victoria and establishing a fish market at the port.<\/strong><\/li>\n<li style=\"text-align: left; direction: ltr;\"><strong>Implementation of an applied pilot project for aquatic weed control in cooperation with the Ugandan Ministry of Agriculture, manually in two leading areas on Lakes Kyoga and Albert, with the aim of finding a sustainable solution to the problem of the spread of these weeds. The project provided innovative means for beneficiaries to benefit from the removed weeds through biogas production for cooking use as well as organic fertilizer production to support agricultural activities and improve living standards.<\/strong><\/li>\n<li style=\"text-align: left; direction: ltr;\"><strong>Signing of a memorandum of understanding with the Ugandan Ministry of Water and Environment in 2010 to implement development projects aimed at enhancing water security and capacity building. These projects included drilling 75 groundwater wells to provide potable water to deprived areas, in addition to constructing 5 rainwater harvesting dams for use in drinking and domestic purposes, as well as focusing on training Ugandan technical cadres and transferring Egyptian expertise in the field of water resources.<\/strong><\/li>\n<li style=\"text-align: left; direction: ltr;\"><strong>Signing of a memorandum of understanding between Egypt and Uganda in 2016 to implement a development project in Kasese District, which has suffered for decades from recurrent flood waves, with the aim of mitigating flood risks, protecting lives and property, and enhancing community resilience to disasters. Preparations for the second phase of the project are currently underway.<\/strong><\/li>\n<li style=\"text-align: left; direction: ltr;\"><strong>Signing of a memorandum of understanding for a water resources management project in 2025 with the aim of ensuring the provision of pure and sustainable drinking water, in addition to capacity building through short-term training programs. The project&#8217;s objective is to remove aquatic weeds and plants that have overrun the Bahr El Ghazal River, causing inability to fish and loss of enormous fish wealth due to water stagnation in the channel. The project had a significant impact in reducing flood risks, reclaiming lands, operating river navigation, removing all difficulties and obstacles, facilitating citizens&#8217; movement, easing fishing operations and utilizing fish resources, and reducing population migration due to floods.<\/strong><\/span><\/li>\n<li style=\"text-align: left; direction :ltr;\"><span style=\"font-family: Tahoma;\"><strong>Establishment of a center for forecasting climate changes to provide a dedicated system for hydrological and meteorological forecasts for South Sudan, supplying the necessary data for technical studies and functioning as an early warning system for rain and flood hazards in the country.<\/strong><\/span><\/li>\n<li style=\"text-align: left; direction :ltr;\"><span style=\"font-family: Tahoma;\"><strong>Establishment of a water quality analysis laboratory, which currently performs all analyses to monitor water quality on behalf of government entities in South Sudan as an accredited laboratory.<\/strong><\/span><\/li>\n<li style=\"text-align: left; direction :ltr;\"><span style=\"font-family: Tahoma;\"><strong>Establishment of 25 solar-powered groundwater stations, with additional stations under implementation to provide pure drinking water to citizens.<\/strong><\/span><\/li>\n<li style=\"text-align: left; direction :ltr;\"><span style=\"font-family: Tahoma;\"><strong>Construction of two rainwater harvesting dams in Warrap State, each with a capacity of 30,000 m\u00b3, aimed at benefiting from rainwater during dry periods.<\/strong><\/span><\/li>\n<li style=\"text-align: left; direction :ltr;\"><span style=\"font-family: Tahoma;\"><strong>Establishment of two river ports in the cities of Wau and Kwajok to connect major cities and villages by navigation.<\/strong><\/span><\/li>\n<li style=\"text-align: left; direction :ltr;\"><span style=\"font-family: Tahoma;\"><strong>The sector represents the Egyptian side in the Permanent Joint Technical Commission for Nile Waters, as the Commission is responsible for full coordination between the two countries regarding the Nile water file, including the operation of dams in Sudan and the High Dam in Egypt, in addition to data exchange, aquatic weed control, training activities, and capacity building.<\/strong><\/span><\/li>\n<li style=\"text-align: left; The forecasting center was inaugurated in July 2021, achieving benefit from information technology and data to study the effects of sudden climate changes.
