– PhD from the University of North Carolina, USA, 1993

– Worked at the Drainage Research Institute, NWRC, contributing to the design of monitoring and evaluation networks for drainage and irrigation systems
– 1999-2005: Director of the Office of the Minister of Water Resources and Irrigation for Technology and Information
– 2005-2011: Held various positions at the African Development Bank, with the last being Senior Water Resources Expert
– 2011: Briefly served as Head of the Nile Water Sector, managing Nile water issues externally with Nile Basin countries
– July 21, 2011 – August 1, 2012: Minister of Water Resources and Irrigation
– August 1, 2012: Assumed the role of Prime Minister

– Oversaw the development of a national strategic vision for cooperation and dialogue with all Nile Basin countries.
– Supervised the African Development Bank’s plan for water resources and irrigation development in several African countries.
– Contributed to establishing the Arab Water Council, the African Water Council, and the African Water Facility.
– During his tenure as Minister of Irrigation, the Egyptian Engineers Syndicate was handed over to an elected board.

– Awarded the Order of the Republic, Second Class, in 1995
– Represented the Egyptian government in numerous international and regional forums, including the United Nations Commission on Sustainable Development
– Served as an observer member in the Permanent Joint Egyptian-Sudanese Technical Committee for Nile Waters
– Member of the Steering Committee for the weed control project in tropical lakes in Uganda
