برنامج BCLEAR يترجم علاقات التعاون المتميزة مع دول حوض النيل إلى برامج عملية لبناء القدرات وتبادل المعرفة، من خلال برامج تدريبية في مصر وأوغندا ورواندا

التدريب يركز على الزراعة الذكية مناخيًا، وإدارة الموارد المائية والمحاصيل، والترابط بين المياه والطاقة والغذاء والنظم البيئية

الشراكة مع الجامعة الأمريكية بالقاهرة تجمع بين الخبرة الحكومية والقدرات الأكاديمية والتدريبية والبحثية لخدمة بناء القدرات الإفريقية

الرئاسة المصرية لمرفق المياه الإفريقي تمثل منصة مهمة لدعم التعاون وبناء القدرات وتبادل المعرفة بين دول القارة

شهد السيد الأستاذ الدكتور/ هاني سويلم، وزير الموارد المائية والري، مراسم توقيع اتفاقية تنفيذ برنامج “بناء التميز في القيادة المناخية من أجل تعزيز القدرة الإفريقية على الصمود” (BCLEAR)، بين قطاع شؤون مياه النيل بوزارة الموارد المائية والري والجامعة الأمريكية بالقاهرة، وذلك في إطار حرص مصر على تعزيز التعاون داخل البيت الإفريقي، وبصفة خاصة مع دول حوض النيل، من خلال بناء القدرات وتبادل المعرفة والخبرات بين المؤسسات والكوادر الإفريقية

وأكد الدكتور سويلم أن مصر تنظر إلى علاقاتها مع الدول الإفريقية، وخاصة دول حوض النيل، باعتبارها علاقات ممتدة بين دول تنتمي إلى بيت إفريقي واحد وأسرة حوض نيل واحدة، مشيرًا إلى أن دول القارة تواجه تحديات متشابهة في مجالات المياه وتغير المناخ والأمن الغذائي والتنمية، وهو ما يتطلب مزيدًا من التعاون وتبادل الخبرات والتجارب الناجحة والاستفادة من الخبرات المتاحة لدى كل دولة لمواجهة هذه التحديات. وأضاف أن دول حوض النيل تمتلك خبرات وتجارب متنوعة يمكن البناء عليها وتبادلها، بما يعزز التعاون الفني ويحول العلاقات بين دول الحوض إلى شراكات عملية تحقق منفعة مباشرة للكوادر والمؤسسات الوطنية

وأوضح الدكتور سويلم أن برنامج BCLEAR يمثل نموذجًا عمليًا لهذا التوجه، إذ يقوم على بناء القدرات وتبادل الخبرات بين الكوادر والمؤسسات الإفريقية والاستفادة من الخبرات الحكومية والأكاديمية والبحثية والفنية المتاحة في مصر والدول المشاركة. وأشاد بالشراكة مع الجامعة الأمريكية بالقاهرة وما تمتلكه من قدرات أكاديمية وتدريبية وبحثية متميزة، مؤكدًا أن مشاركتها في تنفيذ البرنامج تتكامل مع الخبرات الفنية والمؤسسية لوزارة الموارد المائية والري والمؤسسات المتخصصة في الدول المشاركة، بما يدعم المحتوى التدريبي ويربطه بالاحتياجات الفعلية للدول، ويعزز نقل المعرفة والتعلم المتبادل داخل القارة

وأضاف الدكتور سويلم أن البرنامج يتضمن تنفيذ أربعة برامج لتدريب المدربين (Training of Trainers)، من بينها برامج تستضيفها مصر بمشاركة كوادر من الدول الإفريقية، إلى جانب برامج في أوغندا ورواندا من دول حوض النيل، وبالتعاون مع مؤسسات بحثية وفنية متخصصة في الدول المشاركة. ويركز المحتوى التدريبي على الزراعة الذكية مناخيًا، والإدارة المستدامة للموارد المائية، وإدارة المحاصيل والمياه، والترابط بين المياه والطاقة والغذاء والنظم البيئية (WEFE Nexus)، والتخطيط المتكامل للموارد، مع استهداف إعداد شبكة مستدامة من المدربين والخبراء الأفارقة القادرين على نقل ما يكتسبونه من معارف وخبرات إلى مؤسساتهم الوطنية، بما يوسع دائرة الاستفادة ويعزز تبادل الخبرات بين دول القارة

وأشار الدكتور سويلم إلى أن تنفيذ البرنامج يأتي كذلك في ضوء الرئاسة المصرية الحالية لمرفق المياه الإفريقي (AWF)، مؤكدًا حرص مصر خلال رئاستها للمرفق على دعم التعاون الإفريقي وبناء القدرات وتبادل المعرفة والخبرات، بالتوازي مع علاقاتها الوثيقة والممتدة مع دول حوض النيل

واختتم الدكتور سويلم بالتأكيد على أن مصر ستواصل العمل مع أشقائها داخل البيت الإفريقي، وبصفة خاصة داخل أسرة حوض النيل، انطلاقًا من أن التحديات التي تواجه دولنا متشابهة، وأن مواجهتها تتطلب مزيدًا من التعاون وتبادل الخبرات والمعرفة والعمل المشترك، مشيرًا إلى أن برنامج BCLEAR يمثل نموذجًا لهذا النهج القائم على الشراكة والتعلم المتبادل وبناء القدرات الإفريقية

Prof. Hani Sewilam Witnesses the Signing of an Agreement to Implement the “Building Climate-Leadership Excellence for African Resilience” (BCLEAR) Programme between the Nile Water Affairs Sector and The American University in Cairo

Prof. Hani Sewilam:

• Egypt is committed to strengthening cooperation within the African family, particularly among the Nile Basin family
• African countries face similar challenges, and the exchange of expertise and successful experiences is one of the key means of addressing them
• The BCLEAR Programme translates Egypt’s strong cooperation with Nile Basin countries into practical capacity-building and knowledge-exchange programmes, through training programmes in Egypt, Uganda and Rwanda
• The training focuses on climate-smart agriculture, water and crop management, and the Water-Energy-Food-Ecosystems Nexus
• The partnership with The American University in Cairo brings together governmental expertise and academic, training and research capabilities to support African capacity development

H.E. Prof. Hani Sewilam, Minister of Water Resources and Irrigation, witnessed the signing ceremony of an agreement to implement the “Building Climate-Leadership Excellence for African Resilience” (BCLEAR) Programme between the Nile Water Affairs Sector of the Ministry of Water Resources and Irrigation and The American University in Cairo (AUC). The agreement comes within the framework of Egypt’s commitment to strengthening cooperation within the African family, particularly with Nile Basin countries, through capacity-building and the exchange of knowledge and expertise among African institutions and professionals.

Prof. Sewilam stressed that Egypt views its relations with African countries, particularly Nile Basin countries, as longstanding relations among countries belonging to one African family and one Nile Basin family. He noted that African countries face similar challenges in the fields of water, climate change, food security and development, which calls for greater cooperation, the exchange of expertise and successful experiences, and mutual benefit from the knowledge and experience available in each country to address these challenges. He added that Nile Basin countries possess diverse expertise and experiences that can be shared and built upon, thereby strengthening technical cooperation and translating relations among Basin countries into practical partnerships that directly benefit national institutions and professionals.

Prof. Sewilam explained that the BCLEAR Programme represents a practical model for this approach, focusing on capacity-building and the exchange of expertise among African professionals and institutions, while drawing on the governmental, academic, research and technical expertise available in Egypt and the participating countries. He commended the partnership with The American University in Cairo and its distinguished academic, training and research capabilities, stressing that AUC’s contribution to the Programme complements the technical and institutional expertise of the Ministry of Water Resources and Irrigation and the specialized institutions in the participating countries. This contributes to strengthening the training content, ensuring its relevance to countries’ actual needs, and promoting knowledge transfer and mutual learning across the continent.

Prof. Sewilam added that the Programme includes four Training of Trainers (ToT) programmes, including programmes hosted in Egypt for African professionals, alongside programmes in Uganda and Rwanda, both Nile Basin countries, in cooperation with specialized research and technical institutions in the participating countries. The training content focuses on climate-smart agriculture, sustainable water resources management, crop and water management, the Water-Energy-Food-Ecosystems (WEFE) Nexus, and integrated resource planning. The Programme also aims to establish a sustainable network of African trainers and experts capable of transferring the knowledge and expertise they acquire to their national institutions, thereby broadening the benefits of the Programme and strengthening the exchange of expertise among African countries.

Prof. Sewilam noted that implementation of the Programme also comes in the context of Egypt’s current presidency of the African Water Facility (AWF), stressing Egypt’s commitment, during its presidency of the Facility, to supporting African cooperation, capacity-building and the exchange of knowledge and expertise, alongside its longstanding and close relations with Nile Basin countries.

Prof. Sewilam concluded by emphasizing that Egypt will continue working with its partners within the African family, particularly within the Nile Basin family, based on the understanding that our countries face similar challenges and that addressing them requires greater cooperation, knowledge and experience sharing, and joint action.
